Dans une ville de province au sud de l’URSS en 1962 et s’inspire des événements de Novotcherkassk où, suite à un mouvement social, 26 personnes ont été tuées et 87 blessées. Lyudmila, dévouée au Parti Communiste et vétéran idéaliste de la Seconde Guerre mondiale, est un fléau pour tout ce qu’elle perçoit comme sentiment antisoviétique. Avec d’autres officiels locaux du Parti, elle est surprise par une grève dans une usine locale, à laquelle sa propre fille prend part. Alors que la situation devient vite hors de contrôle, Lyudmila commence à chercher désespérément sa fille, face aux couvre-feu, arrestations de masse et tentatives brutales des autorités pour dissimuler la violence étatique. Sa foi envers le Parti est alors ébranlée.
